1. Open a 600 by 600 pixel canvas.
2. Choose one of the patterns for your foreground, you can see what I used above, and set background color to black. Choose your ellipse tool, set line width to 8 and draw out an ellipse that leaves only 1/8 empty space at sides, 1/4 inch at top and about one inch at bottom. Once you have it drawn out, convert to raster layer then use your magic wand to select inside the black. Effects, filter effects, Photo Effex, Scanlines, these settings:
Selections, select all, float, defloat, modify select selection borders/7. Add new raster layer, move it below this ellipse. On new layer flood fill with a gold/yellow. Name that new frame NOISE 1.
Apply. Name layer BOTTOM tag NOISE 2
3. Choose another of the patterns, same settings, with background color WHITE and draw out a smaller ellipse to be placed over the one you just completed. Convert to raster layer.Use magic wand to select inside the white and open the HONEY BACKGROUND. Edit/Copy/Paste into selection. Center that ellipse like below:
Rename that layer ELLIPSE 2 HONEYCOMB
4. Open the Badges preset shape. Set your line width to 7, your foreground color to black, your background color to white. Draw out on bottom raster layer beneath your two ellipse shapes, as shown in above finished tag. This will become your name plate. Once you have it in place, convert to raster layer, select inside with magic wand, promote selection to layer. Use your rectangle selection tool to cut off the top half of the white layer you just made. Select inside this new half with your magic wand. Open dripping honey image, edit/copy/paste into selection. Name: NAME PLATE.
5. Open TREE. Edit/copy/paste as new layer. Situate this way:
6. Duplicate TREE. Go to bottom tree. Effects, 3d effects, drop shadow, -3 3 Opacity 30, blur 3.00. Do not apply shadow to top tree. Name TOP TREE NOISE 4.
7. Open BEAR and Little Bee. Edit/Copy/paste as new layer. Arrange:
8. Go to Bear, effects, 3d effects/drop shadow/-3/3/Opacity 30/Blur 3.00. Apply and reverse. Do same with the little bumble bee. Merge Bear down onto Bee and name layer Bumble Friends.
9. Open word art. Copy and paste onto top right of the bottom ellipse as shown, OR make your own word art and place where you like:
If you choose NOT to animate, this is where you apply your name/words, merge visible and save.
ANIMATION STATION
1. Go to Name Plate. Use your freehand selection tool to outline the dripping honey. Hold shift key down while outlining. Once totally outlined, promote selection to layer. NAME NOISE 3.
2. Select outer gold frame on inner ellipse. Promote selection to layer. NAME NOISE 5.
3. Go to bottom ELLIPSE and use magic wand to select lighter of the stripes inside the tag. Promote selection to layer. Name NOISE 6.
3. Go to NOISE 1. Effects/Filter effects/DSB Flux/Add Bright Noise/75
4. Go to NOISE 2. Apply same noise effect.
5. Go to NOISE 3, apply same noise effect.
6. Go to NOISE 4, apply same noise effect.
7. Go to NOISE 5, apply same noise effect.
8. Go to NOISE 6, apply same noise effect.
Layers/Merge Visible/Save as PSP 1.
Edit/Undo Merge Visible/Undo Noise effects.
4. Redo all noise effects in above order, simply increase noise level by 4.
Merge Visible/Save as PSP 2.
Edit/Undo Merge Visible/Undo Noise effects.
5. Redo all noise effects in above order, simply increase noise level by 4.
Merge Visible/Save as PSP 3.
Edit/Undo Merge Visible/Undo Noise effects.
6. Redo all noise effects in above order, simply increase noise level by 4.
Merge Visible/Save as PSP 4.
ANIMATION SHOP
Open your animation shop. Animation wizard. Next/Next/Next/Frame Properties 11/Add images in this order:

Finish
Open Premade animation. Select all frames/Edit/copy/Paste into selection on your finished tag, make sure all frames are selected and propagate paste is on. I pasted at bottom near feet of the bear. See above. Name and save your tag. Add names or words!
