Open up the light you
want to illuminate.
Now draw out the areas you want to
light up with your lasso tool.
Layers/New Raster
Layer
Flood fill with
yellow or white.
Reduce opacity on this layer to about 60
Layers/New Raster
Layer
Flood fill with a
deeper shade of colour used previously
Select None.
Blur/Gaussian Blur/100
You can now see your
lamp has a glow like effect.
Adjust the amount of blur according to what you like.
