Filters required: DSB Flux, Xenofex Constellation 2, Penta DOT and CROSS.
Place the Preset shape in your preset shape file and the floral boutique pattern in your pattern file.

1. Open a 610 by 608 blank canvas.
2. Open DOTTED BRUSH. Edit/Copy/paste as new layer. NAME NOISE 1
3. Set your foreground color to Blue #3065b0, your background color to white. Set line width to 7. Draw out your preset shape FLOWER CART about 4 by 4 inches. Objects/Align/Center in canvas. Effects/image effects/offset/Horizontal 0/Vertical 48/Wrapped checked/Custom checked. Name CENTER TAG.
4. Selections/Select All/float/defloat/modify/select selection borders/7
Add new raster layer, move it below. With borders still active and selected, flood fill with the floral boutique pattern. With still selected go back to selections/modify/select selection borders/5 add another new raster layer, move it below and flood fill with same blue in original border. Merge the CENTER TAG down with each of the new outer borders. RENAME CENTER TAG. Use magic wand to select inside the white. Promote selection to layer. Open one of the backgrounds provided, edit/copy and paste into selection.
5. Draw out another FLORAL CART SHAPE. Foreground color blue, background color is orange. Line width 6. Use magic wand to select inside the orange. Effects/Filter effects/Penta Dot and Cross, apply in a size and color you choose. Sliding the slide up makes it more white.
Arrange like this:
6. Open OWL. Copy and paste as new layer. Move into this position:
7. Duplicate OWL. Name OWL 1 and OWL 2.
8. Open Word Art and copy and paste as new layer in the open space next to the owl on Center Tag.
9. Go to OWL 2. Close out OWL 1. Use your freehand tool to outline the owls hands and teacup like this:
Once all selected - promote selection to layer. Name TEA CUP
Go back to owl and with still selected CUT.
Go back to TEA CUP. Use pick tool and pull it UP towards owl's mouth a bit at a time. Pull out at right and left edge nodule to meet the remaining sweater on arms.
Your owl will look like this now:
10. Open your WARP BRUSH. Move brush, set to size 12 to bottom left corner of blue sweater. Gently pull up on brush to fill in the missing blue sweater. Do it in small strokes, click on the the check mark to set, then do more in small strokes. When done with blue, move to orange sweater and do the same. All in small strokes. Follow the grain of the sweater UP strokes, do not go sideways or diagonal. You will end up with this:
11. Use your magic wand to select inside the word art and promote that selection to layer. Name that layer NOISE 2.
12. Select the outer border of the CENTER TAG and promote selection to layer. Name this layer CONSTELLATION 2.
If you are not animating you need not do these final 5 steps. Simply merge when you have your owl in place and name your tag.
ANIMATION STATION
1. Open OWL 1, close OWL 2. Go NOISE 1. DSB FLUX, add bright noise, 76.
Go to NOISE 2 and do same.
2. Go to CONSTELLATION 2 and Effects/Filter Effects/Xenofex/2.00/2/1/1/100/100 Keep original image.
Layers/Merge Visible/Save as PSP 1
Edit/Undo Merge Visible/Undo Constellation/Undo add bright noise.
3. Open OWL 1, close OWL 2. Go NOISE 1. DSB FLUX, add bright noise, 80.
Go to NOISE 2 and do same.
4. Go to CONSTELLATION 2 and Effects/Filter Effects/Xenofex/2.00/2/1/1/100/100 Keep original image.
Layers/Merge Visible/Save as PSP 2
Edit/Undo Merge Visible/Undo Constellation/Undo add bright noise.
5. Open OWL 1, close OWL 2. Go NOISE 1. DSB FLUX, add bright noise, 84.
Go to NOISE 2 and do same.
6. Go to CONSTELLATION 2 and Effects/Filter Effects/Xenofex/2.00/2/1/1/100/100 Keep original image.
Layers/Merge Visible/Save as PSP 3
Edit/Undo Merge Visible/Undo Constellation/Undo add bright noise.
Close out OWL 1 AND OPEN OWL 2.
Follow the three steps above adding 4 to the bright noise level each time and using random on Constellation each time.
Save as PSP 4... PSP 5 and PSP 6

View: Name tag. If you want to add the steam, open the mng file.
Select all of the frame/edit/copy
Now...paste the steam on top of the cup in frames 1-12 then paste it on top of the teacup in frames 13 through 24. This is to keep the steam moving up when the cup is moving!
