My first actual MNG, slow blue snowfall. We're going to use it in this tag.
Filters required: DSB flux.
There are two preset shapes in your supply folder, put them in the proper folder for your paintshop.
1. Open a 560 by 540 empty canvas.
2. Open BACK TAG. Edit/copy/paste as new layer/effects/image effects/offset/Horizontal 0/Vertical 68/wrapped checked/custom checked. NAME LAYER BACKGROUND.
3. Open NAME PLATE. Move to bottom empty raster layer. Edit/copy/paste as new layer/effects/image effects/offset/Horizontal 0/Vertical -120. Name layer: NAME PLATE.
4. Set foreground color to 
#923321
5. Set background color to 
#efae9c
Go to PRESET SHAPE FRAMES AND CORNERS 2_BG 24
6. Set line width to 4, draw out the shape in the bottom left hand corner of the NAME PLATE. Like this:
Once you have in that position right click in layer palette and DUPLICATE that image. Image/Mirror. Merge down, then DUPLICATE again. Images FLIP. Effects/image effects/offset/Horizontal 0/Vertical 28/wrapped checked/custom checked. Merge down to one image. Select inside peach color with magic wand, promote selection to layer. Name NOISE 1
7. Set foreground color to 
#17455f
8. Set background color to 
#17455f
9. Set line width to 4 and draw out LOVE LABELS BG 38 on the left middle side of the tag like this:
Once in that position, duplicate/Image/mirror/merge down. Select inside hearts with magic wands, promote selection to layer: NAME NOISE 2.
10. Open HEDGIES. Edit/copy/paste as new layer. NAME HEDGIES.
11. Crop excess border area, there should not be too much.
Go to NOISE 1. Effects/Filter Effects/DSB Flux/Add bright noise/67.
Go to NOISE 2. Effects/Filter Effects/DSB Flux/Add bright noise 67.
Layers/Merge Visible/Save as PSP 1
Edit/Undo Merge Visible/Undo DSB Flux.
12. Redo the same steps above adding 5 to noise level from 67 to 72. Do this for each noise layer.
Merge Visible/Save as PSP 2.
Do each of these two more times, so you have FOUR PSP frames in all. Each time add FIVE TO YOUR NOISE LEVEL. Save as PSP 3 and PSP 4.
ANIMATION SHOP
Open Animation Shop/Animation Wizard
Next/Next/Next/Frame properties 20/Add images in this order:

FINISH.
Edit/Select All/Propagate Paste
Open SNOWFALL BLUE mng file. Select all frames/edit/copy
Go back to your tag, paste into select frame, right over the HEDGIES and Background.
View/Name and Save
