I started with the frame I made.

I resized it to 600 pixels high.

The background eraser didn’t work properly, so removed some bits with magic wand tool.

The background is transparent but looks white here.

Layers/New Raster Layer.

With your selection tool set to rectangle, draw out a box, almost to the edge of your frame.

Still selected.

I changed my cloud colours to what I thought looked like an Autumn sky.
You choose what you like best.

Select None.

Layers/Arrange/Move down.

Your cloud should be below your frame now.

Next I added my little girl.

I moved the layer she was on to below the frame, but above the cloud layer.

I wanted her arm to be over the frame.

If you lower the opacity of the frame in your layers panel, you can see the arm.

Set your lasso tool, to feather 2

Use your warp brush on the frame layer to make it perfect.

Remember to put the opacity on frame layer back to 100 per cent.

Don’t’ forget to sign your work.

I animated the girls eyes and the text and flowers.

They have been covered many times, but if anyone can’t find them, let me know and I’ll explain how to do it…my way of course.
